Steps in Hazard Identification and Risk Assessment

August 11, 2025

Creating a safe working environment begins with understanding the steps in hazard identification and risk assessment. Whether you're overseeing safety in a mine, chemical plant or construction site, applying a structured hazard identification and risk assessment procedure is essential to reduce risk, protect people, and stay legally compliant.

In this guide, we explore what is hazard identification and risk assessment, outline a six-step framework, and share real-world hazard identification and risk assessment examples from high-risk industries.

What Is Hazard Identification and Risk Assessment?

Hazard identification and risk assessment (HIRA) is the process of recognising potential hazards in the workplace and evaluating the associated risks. Understanding what is hazard identification and risk assessment is key to preventing incidents, promoting safety culture, and complying with legislation.

Hazards may be physical (e.g. machinery), chemical (e.g. solvents), biological (e.g. bacteria), ergonomic, or psychosocial. The aim is to identify each hazard, assess how likely and severe the harm might be, and take steps to control it.

Hazard Identification and Risk Assessment Procedure: Six-Step Framework

The following hazard identification and risk assessment procedure outlines six practical steps to manage risk effectively:

  1. Identify Hazards
Examine the workplace for anything that could cause harm. Use inspections, staff input, and incident records to identify both obvious and hidden hazards.
  2. Determine Who Might Be Harmed and How
Consider employees, contractors, visitors, and even the surrounding community. Ask how each group might be affected by each hazard.
  3. Evaluate the Risks
Assess the likelihood of harm occurring and the potential severity. Use risk matrices to rank and prioritise each hazard.
  4. Implement Control Measures
Apply the hierarchy of controls: eliminate the hazard where possible, substitute safer alternatives, introduce engineering controls, use administrative measures, and ensure correct PPE is in place.
  5. Record and Communicate Findings
Document your risk assessment clearly and share the results with all relevant stakeholders. Make sure safety responsibilities are understood and followed.
  6. Review and Update
Risk assessments must be reviewed regularly, especially after workplace changes, new equipment, or an incident. Safety is a continuous process.

Using these steps in hazard identification and risk assessment supports safer work practices and better operational decisions across industries.

Hazard Identification and Risk Assessment Examples

Hazard Identification and Risk Analysis in the Mining Industry

Hazard identification and risk analysis in mining industry operations involves addressing ground movement, equipment failure, confined spaces, and exposure to dust and gases. Proactive assessments help manage blasting risks, ensure ventilation is adequate, and prepare workers for underground emergencies.

Hazard Identification and Risk Assessment in Chemical Industry

In chemical environments, hazards include toxic substances, flammables, and pressurised systems. Effective hazard identification and risk assessment in chemical industry operations focuses on storage conditions, handling procedures, and emergency containment plans. Specialist training and monitoring tools are critical.

Hazard Identification and Risk Assessment in the Construction Industry

Construction sites pose risks such as working at height, moving vehicles, and structural collapse. A robust hazard identification and risk assessment in construction industry setting includes daily site checks, clear signage, and permits to work. As projects evolve, risks must be reassessed frequently.
